How to create dicomjson file

What tools can I use to create dicom json source file like https://ohif-dicom-json-example.s3.amazonaws.com/LIDC-IDRI-0001.json. I have a directory of .dcm files (multi-series). I dont have PACS or wado -please help.

can you please provide a way to configure OHIF v3 to access DICOM as JSON via Orthanc?
