using Orthanc PACS, when saving measurements, OHIF creates SR series under an anonymous patient. Orthanc error logs indicate this breaks DICOM model of the world.

What steps can we follow to reproduce the bug?
- using Orthanc as PACS, save measurements with tracking in OHIF v3
- return to study list and then re-open study
- series will load, but instances will not
